This standard establishes the purpose, scope, classification and designation rules for standards included in the Unified System of Program Documentation (USPD) complex.
1. PURPOSE OF ESPD
1. PURPOSE OF ESPD
1.1. The unified system of program documentation is a set of state standards that establish interconnected rules for the development, execution and circulation of programs and program documentation.
1.2. The ESPD standards establish requirements governing the development, maintenance, production and operation of programs, which ensures the ability to:
unification of software products for mutual exchange of programs and the use of previously developed programs in new developments;
reducing labor intensity and increasing the efficiency of development, maintenance, production and operation of software products;
automation of production and storage of program documentation.
Program maintenance includes analysis of the functioning, development and improvement of the program, as well as making changes to it in order to eliminate errors.
2. AREA OF DISTRIBUTION AND COMPOSITION OF ESPD
2.1. The rules and regulations established in the ESPD standards apply to programs and software documentation for computers, complexes and systems, regardless of their purpose and scope.
2.2. The ESPD includes:
fundamental and organizational and methodological standards;
standards defining the form and content program documents used in data processing;
standards that ensure automation of the development of program documents.
2.3. The development of organizational and methodological documentation that defines and regulates the activities of organizations for the development, maintenance and operation of programs should be carried out on the basis of ESPD standards.
3. CLASSIFICATION AND DESIGNATION OF ESPD STANDARDS
3.1. ESPD standards are divided into groups shown in the table.

The designation of the ESPD standard should include:
numbers 19 assigned to the class of ESPD standards;
one digit (after the dot) indicating the code of the classification group of standards specified in clause 3.1;
a two-digit number that determines the serial number of the standard in the group;
a two-digit number (after a dash) indicating the year of registration of the standard.
